ACCSP Fisheries Systems Programmer

Responsibilities: The Atlantic Coastal Cooperative Statistics Program (ACCSP) Fisheries Systems Programmer is responsible for providing information systems software development, maintenance and operations associated with the program. The incumbent will: develop and maintain web-based user interfaces, develop software to verify the integrity of data received by the ACCSP and develop and maintain user reporting software. The Atlantic Coastal Cooperative Statistics Program (ACCSP) is a state-federal cooperative program for the collection, standardization, management, and dissemination of Atlantic coast marine and estuarine fisheries-dependent statistics. The Fisheries System Programmer position is in the Washington, D.C. office of the Atlantic States Marine Fisheries Commission (ASMFC), which provides administrative support for the ACCSP. This position will require frequent overnight travel, primarily along the Atlantic Coast. The Fisheries Systems Programmer reports through the Software Coordinator to the Director of the ACCSP. Qualifications: The ideal candidate should possess a Bachelors degree and a minimum of 3 years of directly related computer experience. Specific skill requirements include experience with Oracle software development, with emphasis on Oracle PL/SQL, Application Express, JDeveloper, and Discoverer. In addition, experience in the development of other, web-based user interfaces (such as HTML, ASP, SHTML, JSP etc.) with large-scale relational database systems is highly desired. The applicant must have working knowledge of UNIX and Windows operating systems. Experience with high level programming languages (such as C++, PERL, JAVA, VB etc.) as well as proficiency in the software development process is also highly desirable. This position requires excellent oral and written communication skills, including the ability to conduct training and public presentations.
